The overall objectives of our programme activities are; to strengthen anti-corruption and governance in Kenya with objective, high quality research and advocacy; and to build Kenya’s capacity to be permanently vigilant and monitor progress on governance issues in the public and private sectors. Background

AfriCOG is seeking a consultant to develop the Kenya Governance Report, 2015. This report examines critical governance issues that have taken place in Kenya in the year 2015. AfriCOG’s proposed intervention is critical because there is lack of periodical reporting tracking performance on governance challenges over a specific period. The fifth in this AfriCOG series, it is envisaged that this issue of the report will build up on previous reports and assess the uptake of recommendations.

Scope of Work

The consultant will be expected to carry out the following tasks:

  1. Conduct desk-top research and interviews and review relevant literature on governance issues in Kenya in 2015
  2. Identify and critically analyse significant governance issues that have taken place in Kenya in the year 2015. Develop a draft report documenting the significant governance issues that have taken place in Kenya in the year 2015 including their nature, relationships, manifestations, consequences, impacts and implications. The report should conclude with a prognosis of governance challenges in the year ahead, based on the findings of the current year
  3. Fully integrate AfricCOG’s/ peer reviewers’ input and comments into the final report and submit to AfriCOG at agreed time.
  4. Make a presentation of the final report to AfriCOG, her partners and other stakeholders at a launch/ dissemination event.

The structure and style of the brief will be discussed and agreed upon with AfriCOG at the commencement of the assignment. AfriCOG shall make the final determination as to the quality of the submitted report. The final report must be submitted in both hard copy and electronic, either by e-mail or CD.

Time Frame

The assignment will commence on December 15, 2015 and conclude by January 20, 2016. A detailed project schedule will be developed upon awarding of the contract.

Methodology

The assignment will be implemented through a desk review of relevant literature and key informant interviews with key stakeholders. Sources consulted should be credible, official documents and reports published by government institutions, international organisations, respected institutions and experts, in addition to credible media sources.

Outputs

  1. An inception report detailing the interpretation of the TOR and the proposed approach, methodology and work plan for implementing the assignment
  2. A draft AGR 2015 report
  • A comprehensive final report addressing all comments of the review of the draft report by AfriCOG/ peer reviewers in both electronic version and hard copy
  1. Presentation of the AGR 2015 report at an AfriCOG launch/dissemination event

The structure and style of the brief will be discussed and agreed upon with AfriCOG at the commencement of the assignment. The report should be written in accessible but professional language.

AfriCOG shall make the final determination as to the quality of the submitted product.

Profile and Experience of Consultant

Candidates for this consultancy should possess the following minimum qualifications:

  1. A degree in law, public policy, social sciences or any relevant field;
  2. A minimum of 7 years demonstrated experience in governance reform work in Kenya and the region.
  3. In-depth knowledge and understanding of the constitution of Kenya 2010 and key governance related issues in Kenya, the region and the rest of the world.
  4. In-depth understanding of Kenya’s legal, policy and institutional framework for governance.
  5. Demonstrated technical expertise in policy analysis and research on anti-corruption and governance related issues in Kenya and the region.
  6. Strong writing and analytical skills proven through presentation of samples of past work.
  7. Meticulous attention to detail and professional report presentation skills.
  8. Proven ability to work reliably and accurately under tight deadlines.

Consultancy Fee

The consultancy fee will be agreed on the basis of the consultant’s qualifications and demonstrated earning history.
