Public Participation Under Kenya’s New Public Financial Management Law and Beyond is a joint policy brief by a broad range of civil society organizations, that reflects their concerns about the implementation of Kenya’s new Public Financial Management Act, 2012. The brief forwards ideas pertinent to the drafting of appropriate regulations needed to implement the law, specifically those related to public participation in financial matters. It looks at the County Budget and Economic Forum (CBEF), a new body created by the PFM Act, discussing what its principal role should be, as well as regulations applicable to this role. The brief also synthesizes the broader principles of public participation implicit in the discussion of the CBEF but also related to participation in decision making more broadly.
